The Authentic Leadership Impact Award recognizes an individual who has exhibited exceptional leadership in elevating the visibility of Hmong women and taken action to improvement the lives and well being of Hmong women. This individual has included into their leadership style the qualities of critical self-reflection and willingness to learn from the world.

Pa Lee Moua was born in a refugee camp in Thailand. In 1984, at the age of 5, she along with her family arrived in Fresno, CA. They later relocated to Wisconsin to be closer to family. Pa Lee is married and has four children, one son and three daughters. Currently, she is the first person to hold the title of Diversity, Equity, and Inclusion Officer for the Appleton Area School District and directly reports to the Superintendent. Pa Lee has more than 15 years of professional experiences in education, community engagement, and diversity and inclusion.
In terms of education, Pa Lee has an Associate Degree from Fox Valley Technical College, a Bachelor Degree from Lakeland College, a Master Degree from the University of Wisconsin Oshkosh, and currently finishing a PhD in Leadership from Marian University. She is a firm believer that education expands options, opportunities, and overall quality of life. However, the true essence of an educated person is not only acquiring knowledge but using it purposefully to help others.

  • Co-founder of the Northeast Wisconsin (NEW) Hmong Professionals Organization 

  • Hmong Wisconsin Chamber of Commerce finalist for 2019 Professional of the Year 

  • Served as an educational panelist for the Wisconsin Leadership Summit in Madison 

  • Appointed as a Board of Director for the Community Foundation of the Fox Valley Region

2018 

  • Helped organized the first Hmong Refugee Day trip (May 14th) to the state capital with 110 Hmong students (middle and high school)

  • Recipient of the Diversity and Inclusion Champion staff award at Lawrence University

  • Panel Moderator for the United Hmong American Association (UHAA) Youth Leadership Conference 

  • Pecha Kucha Speaker - Share your Story Loud and Proud 

  • Recipient of the Hmong American Partnership Leadership Award
